Demystifying the PRINCE2 quality review technique
The PRINCE2 quality review technique is a way of checking the compliance of a product with its product description. The technique was primarily designed to assess products that take the form of a document or something similar such as a presentation.
However, it could be used for any type of appropriate product.
The PRINCE2 quality review technique consists of three steps:
The first step – preparation
First, a chair is appointed, who will run the quality review technique process. Next up a presenter is appointed who will represent the producer of the product under review. The presenter sends the product and is product description to several reviewers, who will perform quality check on the product to see whether it complies with its product description.
If the review as identify any small grammatical or typing errors, they can write directly onto the document with their correction.
If the review as identify any larger errors, they start off by creating a question list for the presenter. An administrator is also appointed to help with administration.
The second step – review meeting
A meeting is held to review the product and is attended by all the quality review technique roles. During this meeting, the attendees discuss the questions that the review as have about the product.
The outcome of the meeting is one of the following:
- The product is deemed complete and signed off
- The product is deemed conditionally complete, and presenter has several actions to remedy a few quality problems
- The product is deemed incomplete
In this last situation, the whole quality review technique will have to be repeated later, off to the problems that the products have been dealt with and resolved
Step three – review follow-up
If there were a follow-up actions to remedy problems with the product, these are coordinated by the presenter and then signed off by the reviewers.
The chair then signs off that the product is now complete.
If the quality technique is used, it is done in the managing product delivery process. The quality review technique roles can be carried out by anyone, as long as there is no conflict of interest such as someone producing a product and then reviewing it.
The products product descriptions specified who will carry out the various quality review technique roles for its related product review.
After a document based product has gone through the quality review technique, and it has been signed off, no changes should be made to it.
PRINCE2 calls this “baselined”
If someone wants to make changes, they must create the new version of the product and make the changes to that version.
The quality review technique is useful for involving key interested parties in the product and getting them to buy into the product. However, if the people disputing the quality of the product were involved with signing off the product, it is more difficult for them to complain!
Roles involved with the quality theme
Corporate or programme management
These roles provide a quality assurance function
Executive
This role and approves all the main quality management products, such as the project product description and the quality management strategy, and confirms the acceptance of the main outputs of the project
Senior users
These are involved with specifying the projects products in the project product description and the product descriptions, providing resources to verify that the correct products have been created and accepted, and approving the key products
Senior suppliers
These are involved with reviewing the specifications for the products set out in the project product description and the product descriptions, to verify that they are feasible to deliver
They approved the quality methods, tools, and techniques but are set out in the quality management strategy and the product descriptions to confirm that they will create the products to a necessary level of quality
Project manager
This role creates all the major quality management products, such as the quality management strategy, project product description, product descriptions, and quality register.
Liaises closely with the senior users, senior suppliers, executive, and the team manager, or the team if there is no team manager to do so.
When they authorize work to the teams, the project manager ensures that the correct quality control work is carried out.
Team manager
Creates the products to comply with their product descriptions, ensuring that the correct quality control is carried out, and that there is evidence of the quality activities with quality records.
They review the quality register to ensure that it is updated with the results of quality activities. If there is no team manager, then these responsibilities are taken on by the specialist team members.
Project assurance
This role assures the project board that the quality management strategy is implemented correctly. They provide advice and guidance to the project manager, team managers, or the team members if there are no team managers, and those involved with quality activities on the application of the quality management strategy and the suitability of quality review as and approvers.
Project support
Provides administrative support and assistance, maintains the quality register and the quality records
